Life 2014-2020: first multiannual work programme finally published

The LIFE multiannual work programme for 2014-2017 has been adopted today by the Commission. The document sets the operative basis for the first 4
years of the activities of the new LIFE programme through the definition of the indicative budget for eacu sub-programme and the topics that will
implement the thematic priorites already established by the Regulation 1293/2013. Moreover the document includes the technical methodologies that
will be adopted during the selection procedures, providing finally the most part of the information useful for preparing succesfull proposals.
One paragraph of the document reports the indicative timetables for the calls for proposals for next 4 years generally published during 2nd quarter
of each year. Some exception are expected for the 2 financial instruments established by the new programme: the Natural Capital Financing Facility
(NCFF) and the Private Financing for Energy Efficiency instrument (PF4EE). For the first time LIFE project funding also will be provided through
innovative financial instruments. The LIFE Environment sub-programme contributes to one such instrument, the pilot Natural Capital Financing (NCFF)
financial instrument, which falls under the Nature and Biodiversity project area and will help finance biodiversity projects, amongst other
things.The sub-programme “Climate Action” will test a new approach to address the limited access to adequate and affordable commercial financing for
energy efficiency investments targeted by national priorities.
